The Battle Agency opens up after finishing Sophocles' trial in the story and is a mode of battle that is accessible by going to the woman at the top right counter inside the Festival Plaza Castle. The Battle Agency is a mode that allows you to borrow one of three random Pokémon shown on the monitor behind the NPC, and you recruit two other players in your Festival Plaza to form a team of three Pokémon. If you have no Friends/VIPs to add to help you, you will be given "Festival Fan" NPCs with level 50 Pokémon regardless of grade. You fight with the three Pokémon in a 3 on 3 Single Battle. As you progress through the Battle Agency your Grade will increase. The grade affects the level of the Pokémon you fight and the level of the Pokémon you can borrow from the randomly selected three shown on the screen behind the Receptionist. You can check each of their stats before making a decision and the three Pokémon available will change after each round and at midnight every day, but you can keep the Pokémon you chose until it is time to rank up. After you pick your Pokémon, you need to select two people you want to recruit for your team from your Guest and VIP lists. If you plan to work with other players, I recommend you add them as a VIP so that they are still available when they are offline in your plaza and you can still recruit them. The Pokémon that you see next to them are the Pokémon that they selected in their game, and the rank will tell you what level that Pokémon will be. The rank an Pokémon of VIPs get updated when both player and VIP are online together. Every day at midnight or when you rank up, you will be asked to reselect your two allies. VIPs that aren't updated within the last three days are grayed out and become unselectable. Make sure to update each other regularly. Each player has a rank, that starts at 0, which increases as the player goes through the Battle Agency battles. When a player ranks up, the rental Pokémon, and all the opponents Pokémon, will have their levels increased by 1. At rank 0, the Pokémon will be level 50. It's important to note that the level increase only applies to the Pokémon that the player borrows, not the Pokémon belonging to the people you recruit. The two other Pokémons' levels depend on the rank of the player who rented them. This means if you have a high rank but your friends are lower rank than you, you might have a hard time facing the higher ranked challenges. This also means, however, you can have highly ranked members in your party giving you Pokémon that can steamroll the competition. To go up a rank, the player needs to complete a certain number of rounds. Each round is three battles, and the round is complete when you win all three battles consecutively. 0-9 requires 1 round, 10-19 requires 2, 20-29 requires 3, and so on. After you rank up you will be rewarded with a Rare Candy. If you win against the boss that appears at the very last battle before reaching a rank multiple of 10 (like third battle for rank 9) you will be awarded a Gold Bottle Cap instead. You also get a ton of Festival Coins from playing the Battle Agency battles, and how much you get will increase as your rank increases. After you reach rank 11, you will be told of special conditions that are going to happen in your battles. One of these conditions are applied for the entire day and reset at midnight. All special conditions are weather or terrain effects and last for 8 turns from the start of the battle. It is very important to keep these conditions in mind when choosing Pokémon for your team. Rank 11+: Sun, Rain Rank 16+: Hail, Sand Rank 21+: Electric Terrain, Misty Terrain Rank 31+: Grassy Terrain, Psychic Terrain Rank 41+: Desolate Land, Primordial Sea, Delta Stream That about covers everything concerning the Battle Agency.
